The New Era of EU Capital Markets: Strategic Priorities for the Savings and Investments Union

Executive Roundtable with the University of Oxford

Scientific organisers: Pierre Schlosser, Ben Caldecott and Folker de Witte

In an era defined by technological disruption, geopolitical instabilities and the progressive politicisation of sustainability, the Savings and Investments Union (SIU) strategy is the EU’s most recent attempt to do what the Capital Markets Union (CMU) never fully achieved: to transform Europe’s structurally bank-based savings model into a market based architecture of productive investment, and in so doing to fortify the EU’s economic future through a genuinely integrated capital market capable of sustaining competitiveness, strategic autonomy, and security.

For that ambition to become reality, however, the EU must first overcome the entrenched impediments that have historically frustrated capital markets integration, including fragmented legal frameworks, nationally embedded supervisory practices, thinly funded venture capital and scale-up channels, and the inefficiencies associated with elevated transaction, clearing, settlement, and wider post-trading costs.

Against this backdrop and ahead of the Commission’s Q2 2027 mid-term review, this executive roundtable, brings together policymakers, supervisors, market actors and academics to discuss the latest strategic direction of the SIU, the case for simplification
through a stronger single rulebook and more integrated supervision, the role of securitisation, and the conditions under which the SIU can support the sustainability transition in a time where political support for sustainability agendas has become more uneven across countries, shaped by concerns about competitiveness and economic costs.
